Well, Google is Your Friend. Mpeg7 defines a set of 17 low-level audio descriptors (centroids, etc) based on time-frequency analysis. A basic analyse->extract_descriptors->compare_against_database system.

and scroll down to section 3.3


It sort of relies on the easy recognisability of "songs" - so it will (probably) identify an epic by Britney S, but probably not an epic by Mahler. Anything without a "beat" will be classified as "classical".
