Hi Michael,
I can confirm the problem, saw identical behavior on Macs running on
10.8. If you use a third-party USB Ethernet dongle, the problem
disappears, although this test was conducted on a MacBook Air and a
MacBook Pro.

USB Network dongle is plugged in and working properly. I plug the

The smartcard works but the networking doesn't. To fix networking, I
can unplug the dongle from the usb and plug it back in, and then
everything is working again. This happens on a FRESH (clean) install
with absolutely nothing else added to the machine. This is without
loading the open source smart card drivers. If I load those drivers,
it doesn't make a difference. Well, it recognizes my PIV card, but
that's about it.
As mentioned above, I've reformatted and reinstalled without any
resolution. I've reset the SMC, PRAM, booted into safe mode, tried
swapping the net/smartcard connection on the left/right usb port
sides, and nothing. I've also tried this on a colleagues 2012 Macbook
Air, and the same exact thing happens. I've also tried another USB
dongle, and same exact problem happens. This leads me to believe it's
a problem with OSX and not hardware related. When you swap all the
parts out and you still get the issue, I don't know what else there
could be.
Since this is fed-talk, I'm hoping that somebody can verify if this is
an issue, and maybe escalate this with Apple. I've been working with
them on this for about a month, talked to at least 4 'senior' level
techs, and none of them want to accept that this could be a bug with
OSX. On a side note, I've read that this happens to people with
Android phones when they load "Android File Transfer". Apple was
quick to point the finger at the AFT software and said you can't do
it. Since the card readers are sold through the apple store, and this
is a virgin install of OSX, I don't know how they can deny fault.
