Yeah, As Tom Scogland mentioned a little while ago, the only way for
this to be an issue on Leopard is if someone deletes /usr/X11/bin/
xmkmf or /usr/X11/bin/imake ... None of our (XQuartz Project nor
Apple) packages does that.

That is, generally speaking, pretty much exactly the minimum
expectation. If this is indeed broken in its default behavior (not
requiring extra flags or autoconf knowledge to use) then it needs to
be fixed, but I'll let Jeremy weigh in here rather than speculate
further.
