As far as I know. No.

I'm not using the system-supplied X11 (and has not been using that for
quite a long time already).

That's what I have been doing since some unknown time ago. Ctrl-C from
X apps used to just work, then stopped working at some point...

Yes, many times already (and many of these are power cycles / hard
shutdowns too) :-(
