I had this problem and I solved it by doing a full restore with 2.1
and iTunes 8. That combo, with a restore, has completely fixed this
issue.
Someone told me it had something to do with the keychain and a bug. I
don't know if that's correct but it's gone now.

Anyway, try removing the existing copy from your iPhone before
installing the newer version. I haven't done any development with
the iPhone (yet), but this has helped with iTunes applications.
