Uhm, no. The fact that it contains a list of open windows does not mean that it contains ONLY a list of open windows.

Have you read the HIG and looked at other apps?

Very, very bad example, as it's wrong. Usually those won't be in View, usually those are tools that go into some kind of Tools menu. They're usually in utility windows or something. The Windows menu contains normal windows, usually no utility windows.

We're talking here about the "welcome window". And you already know that the "welcome window" is a window. If you don't know that, you haven't been taking attention in your first class in Xcode (i.e. when you started it up first). And also, a "welcome window" is never supposed to be a utility window. It could be either in the Windows menu or in the Help menu, both make sense, other menus won't make sense.
