I would argue that that's basically what the experimental HiDPI support in Mac OS X provides - With the obvious caveat that you only get to choose between 1.0x and 2.0x.

The features and behaviors that you mention here are provided by Mac OS X and not something that we can change / fix in Xcode. Please file separate bug reports if you have suggestions for improvements - For example changes to how full screen support works for multi-monitor configurations.
