Although Adobe "officially" owns the TIFF specification, I believe that the support and evolution the TIFF format has primarily been handled through the open source LibTiff project.
I would further argue that the vast majority of products that support the TIFF image file format use the LibTiff library.
Starting with version 4.0.1 of the LibTiff project, the library has provided optional support for BigTiff encoding of image files that allows for references within the files to use 64 bits. The beauty of the LibTiff implementation is that the use of extended 64-bit encoding is completely transparent. When writing to a TIFF image file using the latest versions of the library the file starts out as a TIFF file with 32-bit values in its ImageFileDirectory structure (but a little bit of extra room is reserved for conversion if needed). At the point the image data exceeds the 32-bit encoding the ImageFileDirectory structure is re-written using 64-bits (thus converting the file to being a BigTIFF file). (Note: I believe that this is somewhat similar in concept between the difference between PSD and PSB).
Therefore BigTiff support doesn't really require much of a change to applications that use the LibTiff libraries, and since most products already use the LibTiff library they can potentially easily support BigTiff files.
Software from Onyx Graphics has had support for BigTiff files for a few years now.

Not at present, but it's just a matter of compiling in the next version of the library and turning the right compile flags on.
