Hmmm. Well, here is a stock 10.5.5 system:
hoser:~ jkh$ launchctl list | grep org.x.startx

ls: /Library/Launch*/org.x*: No such file or directory
ls: /Users/jkh/Library/Launch*/org.x*: No such file or directory

LaunchAgents/org.x.startx.plist
-rw-r--r-- 1 root wheel 585 Aug 21 21:43 /System/Library/
LaunchDaemons/org.x.privileged_startx.plist
As you can see, the file size on /S/L/LD/org.x.privileged_startx.plist
is different, as is the status on the loaded launchd plist. Without
knowing the differences, it's hard to speculate as to whether this is
genuinely the cause of your woes, but it might be worthwhile also
comparing these md5 checksums against yours:
hoser:~ jkh$ md5 /System/Library/Launch*/org.x*
MD5 (/System/Library/LaunchAgents/org.x.startx.plist) =
d6a61909f759cd7c54fbd35604268e4d
MD5 (/System/Library/LaunchDaemons/org.x.privileged_startx.plist) =

Again, this is a system that was *freshly installed* from 10.5.5. I
did it just now, on a spare G5 in the corner, for the express purpose
of seeing whether or not this "buggy OS" is actually buggy or if
something was done to your system which this update merely exposed by
coincidence (with enough moving parts, anything is possible in a
complex software stack).

features, such as Spaces and launchd, but I can live without them if

It concerns me that if one system file has been somehow deleted,
others may have been as well. I'm not sure how much I would trust
your particular installation of Leopard. If you have the option of
simply backing up your user files and doing a clean install of your
system, it might pay dividends in returning you to more baseline
behavior.
