They surely can.
But projects which use xibs can be used by Xcode 3 only and are thus locked to be build under Leopard.

Not at all, I'd say. The issue is the other way around (as descibed by Jon Hess): keeping it easy to retrofit new Xcode 3-projects back to work with Xcode 2.5. As always, such decisions can never be made in a way to please everybody.
