Agreed. Apple's documentation officially throws up its hands:

The term points has its origin in the print industry, which defines 72 points as to equal 1 inch in physical space. When used in reference to high resolution in OS X, points in user space do not have any relation to measurements in the physical world.

One therefore has to be careful when talking about "12-point text," because it means "12 pixels on the device family's low-resolution screen" to the API, and "one-sixth of an inch, which is the smallest I can comfortably read" to a presbyopic user.
I believe the OP's question, related to the latter, was answered a week ago. (You can't set the text size in the navigator views; file a feature-enhancement bug.)
