Brian, I'm very interested in what's causing this case for you. (Most Xcode users don't experience this; you're absolutely correct that it seems to make Xcode unusable, and for most people Xcode isn't unusable.)
Unfortunately I don't find a http://bugreporter.apple.com bug report from you, or any output from sample or Activity Monitor to deduce where the slowdown is happening for you, in order to suggest better cures than quit and restart. If you'd file a bug or point us to some diagnostic analysis I'd be happy to help.
