Typically journal articles are reviewed anonymously (so there is
no chance of being impressed by an authors reputation, and the
reviewers can say exactly what they think without fear of retribution).
In that case, things have changed since I published papers, refereed papers,
and edited papers for publication in scientific journals.
I also think that an article without attribution to a specific
set of authors or a date rather gives the impression of being
a lightweight publication.
Strange that I get the opposite impression; a paper with one persons name on
it, is just that - the work, views, conclusions, opinions of one person. A
White Paper, whether published by a Government (as in the UK), or an
organisation such as the ICC, is the considered and agreed view of many
people, and to me is therefore of 'greater weight', even if I disagree with
it.
