Bob,
With colleagues, I set up an international conference called
Artificial Evolution many years ago, and was involved for several
years in the review process there as chair and proceeedings editor. I
also reviewed for other conferences and international journals in my
field, and submitted and published papers in US conferences and
journals. As far as I know reviews in computer science are usually
anonymous. I don't know about other fields.
